Federal Employers Liability Act For Railroad Workers Rail workers are in a hazardous profession, so they require protection. Congress passed the Federal Employers Liability Act, or FELA, in 1908. The law allows railroad workers injured to sue their employers. This law also establishes uniform standards for liability across the industry.
